Patrick Stoop studied law and economics. He has been working for more than 35 years on the intersections of: policy, strategy, management, planning & control, governance, quality assurance, change, capacity building, organisational and/or institutional development, human resources management, public finance, budget cycle, financial management, information management, audit and evaluation. His work cuts across most policy areas and governance issues of the public sector. He has also conducted substantial work for NGO’s; while being increasingly involved in private sector and entrepreneurship development with a specific focus on social businesses.
He gained approximately 15 years’ professional experience in Belgium while the other 20 years’ experience was accumulated in more than 25 countries in Africa, Asia, Latin America and MENA countries.
Since 1996 he is working through his own consulting firm, ‘Stoop Consulting’. In 2017 he initiated and co-founded C-lever.org.

Expert de la Coopération Technique Belge (2008), il a créé en 2009 sa société.Il a supervisé le programme d'appui à la réforme de la Justice de l'UE et évalué la politique DH de la France, ouvrée par la FIDH.
De 2015 à 2017, il a dirige le programme d'appui à la Justice de l'UE au Burkina.
Il défend une "politique" intégrant les valeurs culturelles endogènes à caractère universel.Il étudie les conditions d'un ancrage de la justice de l'Etat de droit par le plurijuridisme.

Paul Lambers, a Belgian national, is a trilingual expert (fluent English and French, fair Spanish) with over 15 years of experience in Public Finance Management in developing and Eastern European countries.
Since 2003 until today he worked in Burundi, Uganda, Rwanda, DRC, South Sudan, Cameroon, Burkina Faso and Morocco. He advised on formulation of public finance reform programmes and development of financial and institutional support programmes as well as prepared and monitored PEFA evaluations of PFM systems for the EU, the World Bank and the ADB.
From 2001 to 2002 he performed as a technical advisor to the Ministry of Finance and Economic Management of Vanuatu on public finance management systems and -controls (budget preparation and monitoring, and coordination of external financing) – He also prepared for the IMF missions to Vanuatu.
Between 1989 and 1999 he implemented a large number of short-term assignments in Eastern European countries predominantly within the EU TACIS programme: Russia, Moldova, Tajikistan, Kazakhstan and the FYROM.

Gaëlle Vandeputte est de nationalité belge et actuellement basée à Bruxelles. Trilingue français-néerlandais-anglais, elle est criminologue de formation (VUB - 2005) et a obtenu son diplôme de Master en aide humanitaire internationale (NOHA-EU) à l’UCL en 2007. Sa formation l’a amenée à travailler dans le secteur humanitaire et de développement. Après un premier parcours à l’étranger (Liban, Cambodge & Suisse), elle a travaillé dans le secteur de la migration en Belgique pour repartir ensuite sur le terrain, en République démocratique du Congo (RDC). C’est là qu’elle a acquis une expérience significative en gestion de programme et en management (RH et gestion d’équipe de staffs (inter)nationaux). Revenant ensuite en Belgique, elle a eu à gérer des programmes depuis Bruxelles avec des déplacements réguliers dans les pays d’intervention, en particulier en Haïti et au Rwanda. Gaëlle a à présent 10 ans d'expérience dans la mise en œuvre et la gestion de programmes de gouvernance et humanitaires dans des contextes de développement et de conflit, notamment des programmes relatifs à l'état de droit, à la lutte contre la corruption et à la réduction des risques de catastrophes naturelles. She is associate Justice adviser to the International Security Sector Advisory Team (ISSAT) and C-Lever.org, she provides strategic and technical support on justice and security reform to key bilateral partners, multilateral organizations (UN, AU, EU, OECD) and NGOs. She conducts programme identification, formulation, and evaluation missions as well as training/coaching and learning development work.

Lawyer by training, she practiced as an attorney in Belgium. She currently provides services as a mediator and conflict coach with the New York Peace Institute in the State of New York (USA). She is a member of the Association for Conflict Resolution (ACR-GNY) to promote the knowledge and use of alternative dispute resolution mechanisms.

I am fluent in French, English and Dutch and I hold a Masters in Law, a Masters in Criminology and a Post-Graduate in International Politics. I have worked as a private practice lawyer in Belgium for about ten years, mainly in criminal law. In Rwanda with Avocats Sans Frontières I provided legal assistance to accused and victims of genocide in domestic trials. In Chad, with FIDH, I conducted investigations in the Hissène Habré case and in Sierra Leone I was the Head of the Legal and Reconciliation Unit at the Truth and Reconciliation Commission. After that I worked with Avocats Sans Frontières to organize legal assistance for defendants and victims of international crimes in domestic trials in the DRC and at the ICC. In between, I did consultancies on judicial reform, on GBV and transitional justice in Rwanda, DRC, Benin, Morocco, etc. For 4 years I conducted research with UGhent University in the field of transitional justice in Sub-Saharan Africa and more in particular on the role of tradition-based justice. I worked at the Leuvens Institute of Criminology at KU Leuven (Belgium) where I provided research support and teaching assistance. For 6 years I coordinated RCN Justice & Démocratie working on Rule of Law, Transitional Justice an SGBV projects in Africa. Now I coordinate the Commission for acknowledgement and mediation for historical institutional abuse in Flanders, Belgium while also conducting short-term and homebased consultancy work in the field of Transitional Justice and the Rule of Law.
