Midterm evaluation of the 11 Education and TVET Sector Development Programs and 3 projects of VVOB in 10 partner countries.
The assignment started by the design of the evaluation methodology (including liaising with the donor DGDC – Belgium and with members of the board). It comprised the parallel evaluation of 11 larger scale programs and 3 smaller projects in: Rwanda, Kenya, Zambia, Zimbabwe, DR Congo, Vietnam, Cambodia, Suriname and Ecuador; the 9 partner countries of VVOB.
In addition, we conducted at cross-country analysis and provided an integrated report with cross-cutting lessons learned for VVOB and its partner institutions. The draft conclusions were presented and discussed during an international VVOB partner seminar.
The assignment was conducted by a 15 persons’ evaluation team (6 international experts and 9 local experts) lead by Patrick Stoop.
