Institutional strengthening of the strategic planning and budgeting process - Rwanda.

Better address and prioritise long-term strategic choices and costing of medium term expenditure frameworks (MTEF).

Strengthen the planning function in particular: strategic planning and budgeting capacity at sectoral and local levels reinforced with improved co-ordination of planning and budgeting activities at national level.

Planning dimension of public sector spending better handled by departments and agencies of MINECOFIN. Prepare TOR for sector consultants coach and advise and monitor their input.
