Facilitation of a participative analysis and strategy development process and drafting of a deconcentration plan for the territorial administration (Ministère de l’Administration Territoriale – MAT) in Mali.
The assignment (3 experts) comprised: a preparatory desk study of available documentation, methodological advice and feedback, facilitation of multiple workshops, professional capacity building of team members and participants, a diagnostic assessment of the existing situation, and the interactive development of a deconcentration plan with its action plan for implementation.
The assignment specifically focused on: the mission and vision of the sectors territorial administration and decentralization; the synergy with other ministries and with subnational governments (collectivités territoriales); the organizational development and organizational structures; change management; service delivery and related quality assurance; optimization of work processes and procedures; the allocation of responsibilities; an HR vision and HR development plan; resources, planning and budgeting; accountability; risk management and other aspects of good governance.
