Organizational and fiduciary capacity assessments of the Single Project Implementation Unit (SPIU) of the Rwanda Biomedical Centre (RBC) / Ministry of Health.
This assessment included an evaluation of:

  • the institutional context;
  • the fiduciary capacity with a focus on financial management and procurement;
  • the overall governance capacity;
  • as well as the project management and M&E capacity of the SPIU.

The assignment also included organisational and institutional advice for the formulation of a next phase of the Health Support Program supported by the Belgian Development Cooperation in Rwanda.
