Technical Support, Coaching and Quality Assurance for the Justice Programme in Burundi.

Retainer contract with 2 international experts – in total 7 missions and continued backstopping through email and Skype. The support provided covered:

  • The programme’s intervention strategies (including base line analysis and ‘theories of change’) related to reforms in the judicial sector of Burundi; including the exit strategy of (components) the Justice Programme in Burundi;
    Institutional development capacity building and approaches and strategies;
  • Monitoring & evaluation (including fine tuning of performance, result and impact indicators used);
  • Analysis and capitalisation of lessons learned and good practices;
  • HR, initial training and continuous professional development policies and capacity building of the CFPJ (Centre for professional training for the justice sector);
  • Organisational and institutional development of the Ministry of Justice and its resources management and governance;
  • Organisational and institutional development of the Supreme Court and optimisation of its procedures and operational processes;
  • Coaching of the modernisation unit of the Ministry of Justice and of its network of modernisation focal persons in the courts nationwide;
  • Coaching of the General Inspectorate / internal audit function of the Ministry of Justice
  • Preparation and animation of a 5-day workshop (April – May 2014) on (1) institutional and organizational development, (2) strategies for performance improvement of the courts (the Supreme Court and the “Tribunaux de Grande Instance” of Burundi), and (3) change management. This support included the production of a report capitalizing the ideas discussed and conclusions of the workshop.
