Organisational assessment of the Ministry of Infrastructure (MINFRA) and of the & Energy Water and Sanitation Authority (EWSA) in Rwanda.

This assessment included an evaluation of the institutional context, the fiduciary capacity with a focus on financial management and procurement, the overall governance capacity as well as the project management and M&E capacity.

The assignment also included advice to BTC (now Enabel) on fine-tuning its organisational assessment methodology.
