Mid-Term Evaluation of 2 Institutional Support projects in support of the Ministries of Health and of Agriculture in Benin.

Mid-Term Evaluation of 2 main projects managed by BTC (now Enabel):

• the Institutional Support to the Ministry of Health;
• the Institutional Support to the Ministry of Agriculture Project.

The double assignment was conducted by 3 international experts and 2 national experts. It comprised:

• review of available documentation, analysis of progress reporting and M&E data, intensive stakeholder consultations and site visits;
• a review of both projects’ theory of change and implementation strategies and of their alignment with sector policies;
• drafting a comprehensive evaluation report (DAC evaluation criteria) with findings, conclusions and recommendations;
• drafting a comparative assessment report on institutional strengthening initiatives cross-cutting for both sectors and comparing with institutional strengthening initiatives in other countries.
