Organisational development and change facilitation support to the merger of the Ministry of Social Cohesion and the Department of Culture, Youth and Sport in Guyana.

  • Conduct stakeholder consultations and facilitate a SWOT analysis of the Ministry of Social Cohesion and of the Department of Culture, Youth and Sport.
  • Facilitate workshops on institutional and organisational development, sector policies, theories of change, policy implementation strategies, change process facilitation, etc.
  • Design proposals for a new institutional concept and organisational structure for an integrated Ministry (in charge of Social Cohesion, Culture, Youth and Sports).
  • Formulate recommendations for institutional and organisational development and facilitation of the envisaged change process, including a pathway of transition.
  • Recommendation regarding an institutional setup distinguishing a core Ministry with policy setting and coordination roles from semi-autonomous agencies assigned with policy implementation roles in areas as culture, youth and sport.
  • Recommendations for a ‘way forward’ for the establishment of a “Guyana Youth Service” (grouping youth development programs ran by different ministries into a single agency – the GYS – under one Ministry).
