Final review of the Capacity Building through Skills Enhancement Program in Morocco.

Final external evaluation of the ‘Renforcement des Capacités par l’octroi de Bourses (PRC) Program in Morocco; with a focus on energy, water, sanitation, ports, environment, gender and local government issues.

The assignment was conducted by 2 international experts and 1 national consultant. It comprised:

  • an assessment of the program’s intervention logic and theories of change;
  • a review of progress reporting and monitoring and evaluation mechanisms;
  • stakeholder interviews and group discussion; site visits; desk reviews of pertinent documentation and data;
  • a comprehensive evaluation report relating to the DAC evaluation criteria and the specific evaluation questions;
  • drafting recommendations for future interventions in support of skills enhancement and professional development in Morocco.
