Methodological Backstopping to the “National Academy of Governance – NAoG” for the “New Assignment of Functions & Finances” (NAFF) in Mongolia.
This project was part of SDC’s support to the “Governance and Decentralization Programme” (GDP) in partnership with the Cabinet Secretariat of the Government of Mongolia.
Providing support for the inception, development of methodologies, tools and approaches and quality control with respect to NAFF exercises targeting an analysis and improvement of functional assignments (and of corresponding assignment of finances) between layers (levels) and sectors of (central and subnational / local) government in Mongolia. Support to service delivery assessments and assessments of the assignment of government functions related to MDG 4 & 5 (child & maternal health), to health education and to HR management in the health sector. Documentation of lessons learned through NAFF Phase I. (In total 8 missions by two international consultants and continuous backstopping through email and Skype.)
