Final evaluation of the (cross-sector) Studies and Expertise Program (PEE) of the Belgian development cooperation in RDC.

This program was comanaged by RDC’s Ministry of Foreign Affairs and Enabel, the Belgian Development Agency.

The program’s final evaluation comprises the following aspects:

• Analysis of available documentation (project document with initial context assessment, planning and monitoring reports, outputs, steering group meetings, etc.
• Additional data collection through stakeholder questionnaire and interviews, site visits, etc.
• Participative assessment exercises and documenting ‘lessons learned’ in workshops.
• Producing a final evaluation report with findings and conclusions for all DAC evaluation criteria and recommendations for a potential extension of the program and for future or still ongoing comparable programs of Enabel.
