Institutional and Organisational assessments of the Beneficiaries of the Results-Based Funding (RBF) by the PASS – Program in Support to the Health Sector of Niger

Advice on PASS’s theory of change.

The assessment focussed on the institutional context, financial management, procurement, overall governance systems and capacity to provide and manage qualitative primary and second level health services.

The assignment also included advice with respect to finetuning the intervention strategies and theory of change of the PASS and on how to position the results-based funding (RBF) to effectively foster the transition towards an embryonic (local) universal health coverage system.
