Airplane Pilot since 1997 (French National Civil Aviation), Anthony Billaud then successively graduated from Institut d’Etudes Politiques (IEP) to International School of Social Sciences (ISSS – Finland) and Ecole des Hautes Etudes en Sciences Sociales (EHESS) of Paris. Doctor (Ph.D.) in Socio-economic, he has more than 15 years of experience in International development and Cooperation in resource-limited countries, with a specialization in Public Health and Environmental issues.

He has been working both for governmental agencies (WHO, UNICEF, Unitaid, E.U., Ministries, IRD, ACDI, AFD, ADEME, Enabel, LuxDev…) and for non governmental agencies (Médecins Sans Frontières, ALIMA, ACF…) as program manager, director, consultant and international expert. Global performance of Health System (Access, Quality, Efficiency, Equity, Sustainability, lay-expert integration), Social Policy analysis and Environmental measure impact (Carbon foot print, …) are the core of his expertise.

Despite several missions in Canada, Finland and France, Anthony Billaud mainly worked in West Africa (Senegal, Mali, Mauritania, Niger, Guinea, Benin, Nigeria), Central Africa (Burundi, Congo, DRC), Southern Africa (Malawi, Lesotho, Mozambique, South Africa), Eastern Africa (Comoros and Ethiopia) and Northern Africa (Tunisia and Morocco).
He is also teaching in several Universities in France, Mali and Senegal, on Public Laws, Health economic and Public health project management. He published several scientific articles and book chapters on his researches.

Avec d’autres Experts et chercheurs, J’ai participé récemment comme chercheur dans une étude sur l’Analyse de l’économie politique pour OXFAM.
Je suis aussi à l’aise dans la formation des formateurs sur des thématiques variés, notamment avec la Croix rouge de Strasbourg, et de Kinshasa.

Théophile Bigirimana is a registered physician with specialization in Healthcare Management and HIV/AIDS. With more than 10 years in the operational management of programs at community, non-governmental organizations and institutional levels, he participated in the strengthening of health services and systems in Burundi and Guinea. Over the past 5 years, he has developed expertise in the fields of health services management and quality assurance. Christophe Van der Beken obtained a PhD degree in law from Ghent University, Belgium, in 2006. His PhD thesis focused on decentralization and ethnic diversity in Africa with a case study of Ethiopia. He has been working as an Academic Assistant and Postdoctoral Academic Assistant at the Ghent University Faculty of Law (2000-2010) and as an Associate Professor at the Ethiopian Civil Service University (2010-2017) and Addis Ababa University (from 2017 onwards). His areas of expertise and research interests include, but are not limited to, comparative constitutional law, federalism, minority rights, local government and good governance. He has an extensive teaching experience, educating and advising students on topics related to his areas of expertise. In this regard, he has also acted as promoter and examiner of various PhD theses, in Ethiopia and abroad. He has furthermore been a reviewer of manuscripts for reputable academic journals and publishing houses. He has authored, and edited various books and articles, several of which have been published in international peer reviewed journals. He has organised and provided several research seminars and short-term academic trainings and has initiated and managed a number of projects (including “Staff Capacity Building for Mekelle University, Faculty of Law,” funded by EU; and “cooperation in research and teaching between the Institute of Federalism and Legal Studies (Ethiopian Civil Service University) and the Ghent University Human Rights Centre,” funded by Flemish development cooperation).

Over the past twenty years, Christophe has furthermore advised various international and national organisations and institutions (such as Belgian Ministry of Foreign Affairs, Ethiopian Government, World Bank, DFID, EU and many other diplomatic and development actors) on political, legal and institutional matters in Ethiopia. His twenty years’ professional engagement with Ethiopia and the Horn as an educator, researcher and consultant has provided him with the knowledge, skills and attitude to provide high quality, research based and contextualized services such as trainings, policy advice, research papers, and briefings.

Zakayo Wandoloh is a Belgian based Diversity & Inclusion consultant. Consulting private corporations and companies on implementing strategies that leverage the potential of a diverse workforce. He is also a founder of two social organisations, in Belgium and Kenya, that utilise sports as a tool for the empowerment of at-risk target groups.

His educational background is in Social Re-adaptation Sciences (Bachelor) and International Sports Management (MBA).

He has 10 years of hands-on experience in youth policies & ethnic minority inclusion policies having worked for Formaat, one of the 3 largest youth federations in Belgium. Among others, he consulted local governments on the implementation of effective youth and integration of ethnic minority policies. Further, he coordinated or has been involved in several EU projects.

I have been involved in international development, democratic governance, rule of law, justice, human rights and civil society issues at the program and project management and consultancy levels with the United Nations Development Programme (UNDP) for over 17 years. I have worked in the field in complex places such as Iran, Afghanistan, Maldives, and Timor-Leste. I engaged closely with the national counterparts in these countries, including the civil society organizations, and also with the bilateral and multilateral donors building partnerships and establishing networks for effective implementation and monitoring of programmes, projects and initiatives. I traveled widely in the Asia-Pacific region on UNDP assignments and missions.

In addition and in the context of UNDP projects, I collaborated closely with the United Nations High Commissioner for Human Rights (OHCHR), United Nations Conference on Trade and Development (UNCTAD), World Intellectual Property Organization (WIPO), International Bar Association (IBA), International Federation of Journalists (IFJ), and Germany's GIZ. I was able to secure substantial financial contributions from donors such as the European Union, Norway, The Netherlands, Switzerland, Switzerland, and New Zealand, among others.

My international work always required strong interpersonal and communication skills, not only with the people at the organizational level but also with those that the development programmes and projects intend to help and empower. I have direct experience in building consensus, motivating teams, leading negotiations and facilitating discussions and consultations at both the high policy and working levels.

I have a Master of Arts in Law and Diplomacy (MALD) from the Fletcher School of Law and Diplomacy, Tufts University (Medford, Massachusetts, USA), a Master of Arts in Cultural Anthropology and a Bachelor of Arts in Anthropology both from the University of Missouri (Columbia, Missouri, USA).

Else Keyers has 15 years of work experience as a Belgian diplomat and in the European Union institutions. Henk is an accomplished environmental governance and rural development specialist with more than 35 years’ experience throughout Africa in policy and strategy advice, project development and implementation, program evaluation, human resource capacity development, and institutional development. Worked on forest and climate change issues, land use planning and sustainable development of agriculture and nature systems since the 1980s. Strong interest and experience with transformational change processes and the collaborative governance of commodity value chains from local to global levels.
From 2017 to 2020 he coordinated an EU programme on VPA-FLEGT and REDD+ in West Africa and led advocacy work on cocoa & forest initiatives in Europe and West Africa, and lobbied for investments in community based forest and land management in the Central Africa region. From 2001 to 2017, Henk undertook short and medium-term consultancies for a large variety of international development partners, including 12 Team Leader roles. From 1983 to 2001 he worked in the capacity of technician, trainer and programme director in a variety of integrated agriculture and natural resource management and conservation programmes.
NADIA MANNAOUI

Nadia Mannaoui has a master’s degree in financial engineering, a ‘BAC+4’ degree in finances, and extensive experience in economic development, youth employment promotion and economic empowerment of women. She has 25 years of work experience, 11 of which in international cooperation projects in Morocco with the Belgian, British, German, Spanish, Italian and American cooperation agencies as well as with organizations of the United Nations. She has managed projects focused primarily on youth, women, and economic development, with a special emphasis on convergence and regionalization of public policies regarding employment and economic development. She undertook several international cooperation missions in Northern and Western Africa and in the Middle East.
With regards to children’s rights, Nadia has worked as a subsistence resources specialist in the project “Parcours Prometteurs” in the Marrakech Safi region, in collaboration with the Ministry of Work, Education and National Assistance, and financed by the international Department for Work: the project consisted of a formal educational part, an informal part for adolescents from 15 to 17 years old, and a part about strengthening the inspection of dangerous workplaces as well as children’s rights.
